Background Information
The Department of Commerce (DOC) campus is a research and development complex located at 325 Broadway in Boulder, Colorado. The National Institute of Standards and Technology (NIST) is the primary occupant, National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) also have a presence on campus. NIST’s Office of Facilities and Property Management (OFPM) is responsible for maintaining and renovation of spaces which consist of laboratories, office space and facilities maintenance areas throughout the campus.
Annual testing of safety showers and eyewashes across campus have shown a significant number of fixtures failing to meet the ANSI Z358.1-2014 (Emergency Eyewash & Shower Standard), mostly shower/eyewash combination fixtures that fail during simultaneous operation. OFPM conducted a study which identified deficient fixtures, determined the cause of failure, and recommended necessary actions to bring the fixtures into compliance.
Purpose
Many of the deficiencies identified have been remedied by NIST OFPM employees completing the recommended corrective actions. However, the scope in some buildings/areas is large enough to warrant contracted construction: Building 22 (B22), Building 25 (B25), Building 42 (B42/Central Utility Plant – CUP), Building 1 (B1), and Building 2 (B2) all have emergency fixtures needing attention. The intent of this project is to remedy the remaining deficiencies such that all emergency fixtures are compliant with ANSI Z358.1-2014. This Design-Build project is structured with B22 as the base scope and four option CLINs for the other abovementioned areas. Recommendations presented in this SOW and supporting documents are intended to be an optional starting point. Additional design and coordination will be necessary to proceed with any of the recommendations. It is the responsibility of the contractor to evaluate and confirm the viability of the recommendations, provide an engineered design, and execute the construction to successfully bring all fixtures within project scope into compliance.
