Sale of Baled Post-Consumer Manifold Coloured Ledger (MCL)

The Fort Knox Qualified Recycle Program is soliciting bids for the sale of one load, approximately 40,000 pounds or 20 tons, of baled post-consumer Manifold Coloured Ledger (MCL) material under solicitation number QRP26-0010. The material must meet PS 39 specifications, including being uncoated, groundwood-free, and containing no more than 0.5% prohibitive materials and 2% combined outthrows and prohibitive materials. Bidders are required to provide a 53-foot van trailer for pickup and must complete removal within five working days of notification, adhering to pickup hours of 8:00 A.M. to 2:30 P.M. EST, Monday through Friday, excluding federal holidays. Access to Fort Knox requires compliance with all installation entry protocols, and all vehicles are subject to search upon entry. The bid must be submitted using the official Sales Solicitation/Agreement form, which must be fully completed with the bidder’s company name, address, phone, signature, date, and initials on every page. The offer price per ton must be clearly stated on page two, with no other evaluation factors considered beyond price. Awards will be made to the lowest compliant bid, following a best price received methodology, with no trade-offs for non-price factors. Bids must be received no later than 2:00 P.M. Eastern Standard Time on May 6, 2026, via email to jamie.l.daley2.naf@army.mil and anita.l.overton2.naf@army.mil or by fax or physical delivery to the Fort Knox Recycle Center. Payment is due within 45 calendar days of pickup and must be submitted as a bank draft, certified check, cashier’s check, traveler’s check, or postal money order; electronic funds transfer is not an option. Weight certification must be performed on Fort Knox government-certified scales in the presence of both the bidder and QRP representatives, and only weights from these scales are acceptable for invoicing. All materials are sold as-is, and failure to inspect the load before pickup constitutes acceptance. The contract contains no option for additional loads or extensions and is a one-time sale only. No Unique Entity ID, CAGE code, small business certifications, or socioeconomic status declarations are required, and no formal FAR clauses are incorporated—instead, the document uses custom ARTICLE headings with fillable fields for bidder
