Sale of Surplus Compost

The City of Barrie has issued Request for Quotations FIN2026-226Q for the sale of 820 tonnes of surplus leaf and yard waste compost, identified as Batch 68A Category AA. The material is managed under Environmental Compliance Approval A250101 and meets Ontario Compost Quality Standards and CCME Category AA specifications, with detailed chemical and heavy metal analysis provided in the accompanying Certificate of Analysis. The goods are sold on an as is, where is basis from the Barrie Landfill Site, and the successful purchaser must remove the material in its entirety within two weeks of the agreement to avoid forfeiture of the goods and any payments made. Submissions must be made electronically via the Bids and Tenders system by October 07, 2026. The evaluation process consists of three stages: a review of mandatory submission requirements, a technical requirements assessment, and a final ranking based on the lowest total price. The purchaser is responsible for providing Ministry of Transportation authorized commercial vehicles with a valid Commercial Vehicle Operator’s Registration and ensuring all loads are secured and tarped. While the City provides loading equipment, the buyer assumes all risk upon inspection and must comply with all Ministry of Labour and MTO safety standards.
