The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Financial
Resources (ASFR), Office of Acquisition (OA), Acquisition Business Systems Division (ABSD), requires
Salesforce software licenses, maintenance, and associated support services necessary to sustain the HHS
Consolidated Acquisition System (HCAS) and related Office of Acquisition Support Tool (OAST) capabilities.
The objective of this requirement is to provide uninterrupted Salesforce licensing, platform maintenance, and
associated support necessary to operate, administer, sustain, and improve OAST in support of HCAS mission.


Carahsoft Technology Corp. is the only source capable of providing the required Salesforce software licenses,
proprietary platform support, and associated maintenance services necessary to sustain the HHS Consolidated
Acquisition System (HCAS) operating environment within PRISM. Salesforce also serves as the system of record for
Government audit purposes and supports user provisioning for onboarding new users into HCAS. Carahsoft is the only
source identified that can provide the required Lightning Service Cloud Unlimited Edition, Lightning Platform Starter -
Unlimited Edition, and Government Cloud products, together with the necessary maintenance and licensing support, at
a fair and reasonable price to the Government. Accordingly, no other source can satisfy the Government's requirement
without unacceptable risk of operational disruption, system incompatibility, audit support degradation, or duplication of
cost.
