SalesLogix software, maintenance and implementation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Internal Revenue Service (IRS) solicitation number is TIRNO-12-Q-TDP-0743 and the provisions and clauses in effect through FAC 2005-61 are incorporated into this Request for Quotation (RFQ). The IRS is seeking quotations for Sage SalesLogix software, maintenance, support and implementation. The Contract Line Items are as follows: CLIN 0001: SALESLOGIXPSRV, SalesLogix Premier Server, Quantity 1 (ea) CLIN 0002: SALESLOGIXNUSERS, SalesLogix Named Users, Quantity 15 (ea) CLIN 0003: SALESLOGIXMNT, SalesLogix Annual Maintenance & Support, Quantity 1 (ea) CLIN 0004: SALESLOGIXQSB, SalesLogix Implementation Quick Start - Package B, Quantity 1 (ea) Core Implementation System Configuration Implementation Global Setup Setup up to 15 users Field Customizations Database and screen customizations Up to 5 company additions/changes Up to 5 person additions/changes Up to 5 case additions/changes Up to 10 floater additions/changes Training Training Preparation Administrator - One Person - One 3 hour class End User - Five users Two, 2 hour class Two, 1 hour follow-up sessions Go-Live Support Project Management The delivery date for the software is 30 days from the date of award. The delivery location is: U.S. Department of Treasury Head of Rates and Market Analysis Office of Debt Management 1500 Pennsylvania Ave., NW Washington, D.C. 20220 The period of performance for the annual maintenance and support will be one year from the date of award. The rationale for this brand name requirement is that Treasury's Office of Debt Management (ODM) needs software to track treasury investors. This includes, but is not limited to, tracking phone calls and meeting with Treasury market participants, reminders for staff to follow up with investors, and capturing meeting notes. Sage SalesLogix is customer relationship management software that will meet the needs listed above. It provides an easy-to-use interface that will organize outreach efforts and allow 15 users within the ODM to access the same information. SalesLogix is also compatible with the software that ODM's Fiscal Agent, the Federal Reserve Bank of New York, uses. The Federal Reserve Bank of New York, used Sage ACT! software. Sage ACT! can port information over to SalesLogix, allowing for more efficiency. The following FAR provisions and clauses in effect through FAC 2005-61 are applicable to this solicitation: 52.212-1 "Instructions to Offerors - Commercial," Offerors shall include a completed copy of the provision at 52.212-3 "Offeror Representations and Certifications - Commercial Items", with their quotation, 52.212-4 "Contract Terms and Conditions - Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items, " the following clauses cited in 52.212-5 are also applicable: 52.219-28 "Post-Award Small Business Program Representation", 52.222-3 "Convict Labor", 52.222-19 "Child Labor-Cooperation with Authorities and Remedies", 52.222-26 "Equal Opportunity", 52.222-21 "Prohibition of Segregated Facilities", 52.223-18 "Encouraging Contractor Policies to Ban Text Messaging While Driving", 52.225-1 "Buy American Act-Supplies", 52.225-13 "Restrictions on Certain Foreign Purchases", 52.239-1 "Privacy or Security Safeguards." The applicable Section 508 clauses are attached. All responsible sources that can provide the brand name requirement described above shall submit a written quotation (containing their DUNS number, Cage code and Federal Tax Identification number) no later than 3:00pm EST on Monday, September 17, 2012. The IRS intends to award a firm fixed-price purchase order. The Offeror who submits the lowest priced, technically acceptable quotation will be selected for award. The IRS is seeking a discount. All quotations must include unit and total price(s), as well as any discounted price(s); Quotes over 5 pages in length will not be accepted.
