San Antonio Water Company (SAWCO) Headquarters Project

The San Antonio Water Company (SAWCO) Headquarters Project, managed by the City of Upland in San Bernardino County, involves the construction of a new 3,698 square-foot headquarters and a 4,066 square-foot maintenance building at 400 East 20th Street. The project scope includes a General Plan Amendment and Rezone, as well as the development of a maintenance yard, driveways, parking, solar cover, landscaping, and utility improvements. Existing infrastructure, including a one-million-gallon water storage tank, pump station, and signal buildings and tower, will remain in place. The buildings will have a maximum height of 23 feet and a Floor Area Ratio of 0.07, with access provided via three full-access driveways. The project is subject to the California Environmental Quality Act (CEQA), with a Mitigated Negative Declaration approved on January 12, 2026. Environmental compliance includes adhering to the City of Upland Traffic Impact Analysis Guidelines and implementing dust control, biological resource protection, and stormwater pollution prevention. Special requirements include the installation of two ADA-compliant restrooms and strict adherence to Cal/OSHA and USDOT regulations for the handling and transport of hazardous materials. The project is anticipated to be completed by 2027 under solicitation number 36-01/20/2026-029.
