Portsmouth Naval Shipyard seeks proposals for a firm fixed price contract to provide lodging services in the San Diego, California area, specifically targeting units that fully comply with the outlined Performance Work Statement (PWS). Offerors must ensure their proposed units are move-in ready and all-inclusive per the PWS specifications. Proposals that do not meet these requirements or lack required information will be deemed deficient and excluded from evaluation. Prior to award, the shipyard’s technical team will perform independent inspections of proposed properties to preliminarily determine suitability, though this does not guarantee acceptance. Following contract award, a Contracting Officer’s Representative (COR) will conduct unit inspections to confirm compliance with detailed acceptance criteria before occupancy and payment. The contract allows for multiple properties, although minimizing the number of properties is preferred. Units must be within a 45-minute commute to the designated location at 174 Rosecrans Street, accounting for worst-case traffic scenarios. Accommodations must provide private bathrooms, separate kitchens, and managed Wi-Fi offering at least 100 Mbps with per-unit network isolation. Hotel-style lodging is generally not compliant with the PWS requirements. Procedures for unit condition, damage assessments, and turnover cleaning are outlined with flexibility, emphasizing minimizing turnover efforts and establishing clear processes for equitable adjustments if necessary. This opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 531110, with proposals due by May 18, 2026.

  5. Unit Type: the PWS does not limit the type of unit to be utilized (1BR, 2+BR, Houses, Apartments, etc.) as long as the unit meets the specifications stated within the PWS (ie: private bathroom, separate kitchen,
  6. Wi-Fi system: A managed system with per-unit network isolation and guaranteed 100 Mbps per-unit throughput satisfies the Wi-Fi requirement if each unit has their own private, password-encrypted Wi-Fi.
