San Pablo Avenue Safety Enhancements Project

The Alameda County Transportation Commission is implementing the San Pablo Avenue Safety Enhancements Project (EA 04-2Y280) to improve cyclist and pedestrian safety along State Route 123. The project spans from 100 feet north of Channing Way in Berkeley to the Contra Costa County line in Albany. This initiative focuses on an Equity Priority Community and Priority Development Area to support transit-dependent and underserved populations. Key infrastructure improvements include the installation of Rectangular Rapid Flashing Beacons, Pedestrian Hybrid Beacons, ADA-compliant curb ramps, pedestrian refuge islands, bulbouts, cycle track connectors, and upgraded street lighting and bus stops aligned with AC Transit design standards. Construction is anticipated to begin in Winter 2027 and last approximately 18 months, concluding in Fall 2028. The scope of work involves grading, removal of existing asphalt and concrete, utility trenching, and the installation of new paving, signage, and irrigation systems. The project is governed by a Class 1 Categorical Exemption under CEQA guidelines. Special requirements include the mandatory testing of groundwater for petroleum products and soils for aerially deposited lead, as well as the development of a comprehensive health and safety plan to ensure worker protection and regulatory compliance.
