San Pablo Avenue Safety Enhancements Project

The Alameda County Transportation Commission is pursuing safety upgrades along State Route 123, known as San Pablo Avenue, from 100 feet north of Channing Way in Berkeley to the Contra Costa County line in Albany, California. The project aims to enhance safety and accessibility for pedestrians, cyclists, and transit users through a comprehensive set of improvements including Rectangular Rapid Flashing Beacons, Pedestrian Hybrid Beacons, accessible push buttons, countdown signal heads, ADA-compliant curb ramps, highly visible crosswalks, pedestrian refuge islands, bulbouts, cycle track connectors, and new street lighting. Bus stops along the corridor will be reconfigured to far-side locations with the addition of bus bulbs and shelters, while non-compliant stops will be removed. All work will occur within the existing public right-of-way without new land acquisition or major earthwork such as pile driving or dewatering, and will adhere to AC Transit design standards and the California MUTCD Part 6 for traffic control. The project aligns with the Alameda County Active Transportation Plan and equity-based infrastructure goals. Construction is scheduled to begin in Winter 2027 and continue for approximately 18 months, with completion expected by Fall 2028. Funding is sourced through the Active Transportation Program, with all grant funds required to be allocated by the end of the 2025/2026 fiscal year. The Alameda CTC will serve as the lead agency overseeing construction, inspection, and final acceptance at the project site. Compliance with environmental regulations under CEQA, including Class 1 exemptions for minor alterations, is a key component, supported by historic resource surveys and archaeological assessments. Inspection and quality assurance will be based on ADA requirements, MUTCD standards, local design codes, and the Transportation Management Plan, with no federal contract clauses, pricing data, evaluation factors, packaging requirements, or contractor certifications specified in the documentation.
