The San Pedro Web-based Hydrologic Information Portal (WHIP), initiated in 2022 through collaborative funding from the U.S. Bureau of Reclamation, Arizona Department of Water Resources, and The Nature Conservancy, serves as a critical resource for water management in the Upper San Pedro region. Developed under the guidance of the Upper San Pedro Partnership, the WHIP provides comprehensive geospatial access to hydrologic data, allowing water managers, researchers, decision makers, and the public to interact with and analyze raw data sets via an intuitive map-based interface. Users can visualize individual data streams, compare data sets side-by-side, overlay multiple data sources, and perform basic statistical analyses, enhancing informed decision-making and research capabilities. The portal ensures transparency by also offering direct access to underlying raw data through web links. This solicitation, issued by the City Manager's Office in Sierra Vista, Arizona, aims to continue or expand upon the WHIP services, with a response deadline of January 27, 2026. The contract falls under the designation of a solicitation targeting State and Local Educational or Governmental entities (SLED) with no specific set-aside requirements.
