AI Contract Overview
This solicitation, HTC71125RE128, issued by the United States Transportation Command (USTRANSCOM), seeks contractors to provide comprehensive Stevedoring and Related Terminal Services (S&RTS) at designated ports in Virginia—specifically the Ports of Newport News, Hampton Roads, and Norfolk. The contract covers the handling of both Defense Transportation System-sponsored and non-sponsored military cargo, including containers, vehicles, breakbulk shipments, and rotary or fixed-wing aircraft, through all phases of port operations. These services encompass the full range of stevedoring and longshoring activities such as vessel, truck, and rail loading and unloading, cargo staging and movement, intra-port transfers, vessel preparation, tallying, documentation, and warehousing/storage of materials like dunnage and tiedown equipment. The contract is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) firm fixed price arrangement with a five-year base ordering period from February 21, 2026, through February 20, 2031, including a six-month option extension through August 2031, and requires a minimum order of $2,500 in the first year. Award under this solicitation will be based on a Lowest Price Technically Acceptable (LPTA) evaluation in accordance with FAR Part 15 and Part 12 provisions. The evaluation process emphasizes pass/fail ratings on technical submissions, including a detailed Technical Worksheet and a Mission Essential Plan, as well as fair and reasonable pricing demonstrated through a Schedule of Rates. Proposal submissions must comply with extensive regulatory requirements, including FAR and DFARS certifications related to small business subcontracting plans, cybersecurity safeguards for controlled defense information, and continuity of essential contractor services during crises. The solicitation specifically promotes opportunities for disadvantaged small businesses, including Women-Owned Small Businesses (WOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and HUBZone firms. Contract administration details require electronic invoicing via Wide Area Workflow (WAWF), with inspection and acceptance of services conducted at specified locations overseen by designated government representatives. The Performance Work Statement outlines stringent operational standards, including certified hazardous materials handling, necessary port access permits, and material handling equipment capable of heavy lifts and diverse cargo configurations to maintain uninterrupted port support for military logistics missions along the Virginia coast.
