Sanitary Mains CCTV Program

The City of Fernie is seeking qualified proponents for the Sanitary Mains CCTV Program to perform closed-circuit television inspections of 2,620 meters of sanitary sewer mains throughout the city. The project requires all inspections and deliverables to be completed by December 31, 2026. Key deliverables include full-length digital CCTV videos, PACP-coded inspection reports detailing defect location and severity, daily field reports, a summary report for priority repairs, and GIS/mapping updates compatible with the city's asset data. All work must adhere to NASSCo Pipeline Assessment and Certification Program standards and WorkSafeBC safety requirements. Proposals are due by 2:00 PM MDT on October 14, 2026. The City will award the contract based on best value, evaluating quality, service, past performance, and price. Proponents must provide a unit rate per 100 meters of main inspected in Canadian dollars. Required submissions include a detailed project methodology, a work schedule, and evidence of proponent experience. Additionally, technicians must hold certifications in confined space, H2S Alive, fall protection, traffic control, first aid, and WHMIS, and provide proof of safety programs and required personal protective equipment.
