SANS Security Awareness Training Licenses Renewal

The County of Riverside, through its Information Technology department, is seeking quotations for the renewal of SANS Security Awareness Training licenses for the period from September 1, 2026, to August 31, 2027, under solicitation number ITARC-622. The requirement includes 19,000 end-user training licenses, one advanced LMS custom course package, and six additional carousels, all to be delivered exclusively via electronic download without any tangible media. Bidders must be authorized SANS resellers and submit a formal quote on business letterhead, with all responses required to be filed electronically through PublicPurchase.com by the deadline of July 22, 2026, at 1:30 PM Pacific Time. Late submissions will not be accepted, and postmarks are invalid. All proposers must be in good standing with the State of California and provide proof of legal business registration, a valid business license if applicable, current insurance coverage including general liability, workers' compensation, and vehicle liability via an Acord Form, and a SAM.gov printout confirming exclusion from the Excluded Parties Listing System. Compliance with federal and state economic sanctions related to Russia’s actions in Ukraine is mandatory, and bidders must certify they are not targeted by such sanctions. Additionally, vendors are subject to the California Public Records Act and must comply with the Iran Contracting Act by certifying no investment activities in Iran, with severe penalties for false certifications. The County reserves the right to conduct independent or destructive testing at the bidder’s expense and will not accept substitutions or back orders. Payment is contingent upon successful installation and testing and will be made within 30 working days of invoice receipt or service delivery. The award will be made based on criteria determined appropriate by the County, with price being a significant factor but not the sole determinant; a 5% preference may be applied to local or small business bids, allowing them an opportunity to match the lowest external bid. No contract obligation exists to purchase any specific quantity, and the F.O.B. destination pricing term applies with the County determining freight methods.
