The U.S. Environmental Protection Agency (EPA), Office of the Chief Procurement Officer (OCPO), Land, Enforcement, and Air Division (LEAD), Office of Air and Radiation Procurement Branch (OPB), under the authority of RFO Parts 13, is issuing a notice of intent to award a sole-source Firm Fixed Price Purchase Order via FedConnect for two licenses for Partek Flow Lab Edition, alongside the Single Cell and Spatial Transcriptomics add on and 1 TB of data storage for each license. The requirement will be fulfilled by ILLUMINA, INC. (Large business, UEI: KMW3CRWNAAF3). The total value is $26,749.58. This sole source procurement for the specified requirement is based on the application of RFO 13.101(b). This notice hereby constitutes a synopsis of this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time-prohibitive, and would not hinder the mission objective of supporting the Agency’s acquisition workforce. Interested parties may identify their interest and capability to respond to this requirement no later than Tuesday, September 22, 2026, by 12 p.m. The decision not to complete this proposed contract action is solely within the Government's discretion. Information received will normally be considered to determine whether to conduct competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This Notice of Intent is not a request for quotes/proposals. This is not a solicitation or request for offers. No solicitation package is available, and telephone requests will not be honored.
