The Space and Naval Warfare Systems Command (SPAWAR), representing the Fleet Readiness Directorate, plans to award a sole source contract to Raytheon Company to provide engineering services for the sustainment of the Navy’s Extremely High Frequency (EHF) Satellite Communication (SATCOM) Program, including the Submarine High Data Rate (HDR) and Super High Frequency (SHF) SATCOM systems. This contract will cover a base year with four option years on a Cost Plus Fixed Fee basis, focusing on the maintenance and engineering support of the Navy’s deployed EHF and SHF SATCOM terminals. Raytheon, as the original designer and sole manufacturer of the key systems—specifically the NESP AN/USC-38(V) and SHF AN/WSC-6(V)5/7 terminals—is uniquely qualified to fulfill the Navy’s requirements due to their detailed knowledge and technical expertise. The systems supported by this contract provide critical tactical and strategic communications capabilities for the U.S. Navy, Marine Corps, and joint forces both ashore and at sea, including access to the Defense Satellite Communications System (DSCS) and Wideband Global SATCOM (WGS) networks. The contract is justified under the authority allowing non-competitive sourcing when only one responsible source can meet the needs of the agency. Although this notice is not a solicitation for competitive proposals, interested parties may submit capability statements within fifteen calendar days. The engineering services categorized under NAICS code 541330 are intended to ensure continuous operational readiness of these advanced satellite communication systems.
