SCDOT Strategic Plan

The South Carolina Department of Transportation is soliciting proposals from qualified consulting firms to develop a comprehensive Agency Strategic Plan. The objective is to update the current strategic framework to align with evolving transportation technologies, funding realities, changing travel patterns, and federal and state policy priorities, specifically integrating the South Carolina Modernization legislation (Act 177) passed in 2026. The anticipated period of performance is eight to twelve months from the Notice to Proceed, with a timeline spanning project initiation and stakeholder discovery to the production of a professionally designed final plan. Key deliverables include a detailed Project Management Plan, a performance measurement and monitoring framework featuring KPIs and a scorecard, an implementation roadmap, and the final strategic plan provided in accessible PDF and source file formats. The contract will be awarded to the highest ranked, responsive, and responsible offeror based on an evaluation of qualifications (35 points) and technical approach (30 points). Proposals must be submitted in two volumes, technical and business, by the deadline of December 2, 2026. All services and deliveries are to be provided to the SCDOT Chief of Staff in Columbia, South Carolina. The agreement is governed by the laws of South Carolina and requires monthly invoicing with specific certifications. Offerors must certify they have no organizational conflicts of interest and have not been convicted of fraud or had public contracts terminated for default within the preceding three years. Additionally, the contract highlights a 4% income tax credit available to taxpayers who subcontract with certified socially and economically disadvantaged small businesses.
