The Naval Facilities Engineering Command Washington, Joint Base Anacostia-Bolling Public Works Department awarded contract N4008020P0027 to Benons L.L.C. Falcon Transport for school bus transportation services. This 8(a) sole source award, valued at an estimated 3.4 million dollars under NAICS code 485410, provides essential transportation for families living on Joint Base Anacostia-Bolling to Washington DC schools. The contract includes a base period from August 1, 2020, to July 31, 2021, with subsequent option years and specific line items for labor, equipment, and management. The decision to sole source the requirement was driven by a lack of qualified responses to the initial Sources Sought announcement and urgent time constraints caused by the COVID-19 crisis. Benons L.L.C. Falcon Transport was the only respondent capable of meeting all minimum requirements, which included providing eight to ten yellow school buses equipped with camera surveillance and maintaining the necessary licensing for the Washington DC school district. The government prioritized this contractor due to their immediate availability of equipped vehicles and a proven track record of successful performance, contrasting with other applicants who lacked readiness or had poor past performance regarding student safety.

This contract action was not awarded competitively. The Naval Facilities Engineering Command (NAVFAC) Washington, Joint Base Anacostia-Bolling (JBAB) Public Works Department has a requirement for School Bus TransportationReplacement Services for families that live on JBAB that require transportation toWashington DC schools. Due to a poor response to our Sources Sought created onThursday April 16th 2020; based on capability, COVID 19 crisis constraints and experience was in the best interest of the Government to Sole Source to Benons L.L.C. FalconTransport. We received four (4) capability packages in response to our Sources Soughtannouncement and out of the four (4) responses only one (1) company demonstratedcapabilities to meet the minimum perform requirement of the service needed and that contractor is Benons L.L.C Falcon Transport. Some of the important factors we require areas follows: The Company had to have access to own or rent eight to ten Yellow School Buses fromAug 31, 2020- June 2023. The company also had to be able to install camera surveillance forsecurity and must be appropriately licensed to transport children in the Washington DC school district. The company had to provide Past Performance Evaluation(s) that show recent andsuccessful performance of the same or similar work. This company has already been inplace and has performed well for the current time. The other qualifying capability package came in from a previous company.; who was a subcontractor for the previous T4C-(Termination for Default) cancelled contract This contractor asked for two (2) months ahead of time to get buses before the procurement actually starts. We needed a contractor who had the buses ready to go and equipped (Benons L.L.C. Falcon Transport). On a previous contract, the sub-contractor- the same one that submitted a capibility statement, left students at a bus stop un-safely and refused to pick up students due to the issues they faced with the previous prime contractor while holding the contact for the 2019-2020 School Year. Military families were affected greatly for weeks and we cannot risk that happening again. Because of the COVID-19 crisis we have a new time factor that encouraged a to Sole Source Award to Benons L.L.C Falcon Transport; predicting school will start earlier this year due to the early closing of school this year.

Notice of Intent to Sole Source – NSA Annapolis, Maryland UESC
Solicitation # N40080-27-R-9901
The Naval Facilities Engineering Systems Command intends to award a Utility Energy Service Contract to Baltimore Gas and Electric Company for an energy resilience project at Naval Support Activity Annapolis, Maryland. Estimated at 45 million dollars, the project involves the design, construction, and financing of a Combined Heat and Power cogeneration plant and an integrated microgrid capable of island-mode operation. Key technical components include three natural gas-fired turbines supporting a 19 MW peak electrical demand, an absorption chiller at the Lejeune Chilled Water Plant, the relocation of the 13C-1 electrical substation, and necessary natural gas and electric grid infrastructure upgrades. The government is pursuing a sole-source procurement because Baltimore Gas and Electric Company is the franchised utility provider with the necessary legal authority and control over the existing infrastructure required for the project. While the government has identified this firm as the only responsible source, it is accepting capability statements from other qualified entities until November 10, 2026. To be considered, respondents must demonstrate the legal authority to provide utility services to the installation, the ability to execute infrastructure modifications, and the capacity to provide the required project financing.
