The material is classified as SPECIAL EMPHASIS Level I, requiring strict quality control and adherence to certified procedures under DSSP Scope of Certification. Fasteners must be manufactured from K-MONEL and meet stringent mechanical property requirements defined in MIL-DTL-1222, including tensile, yield, elongation, and hardness testing performed on full-size fasteners. The material must undergo solution annealing followed by age hardening after heading and threading operations, with final threading restricted to cutting or grinding only. Testing for slow strain rate tensile performance must be conducted by approved laboratories listed in the contract, including specialized military and industrial facilities in the U.S. and Germany. All items must be marked in compliance with MIL-STD-130 and delivered within a 210-day timeline. The contract mandates rigorous configuration control, requiring contractors to maintain and electronically submit baseline drawings and engineering change proposals for any modifications affecting form, fit, function, or interface parameters. Waivers and deviations must be submitted via the ECDS system with full justification and classification as Critical, Major, or Minor, and must include impacts on logistics and operational use. Mercury and mercury-containing compounds are strictly prohibited. Quality assurance protocols are reinforced by the absence of Government Source Inspection and extended prompt payment terms of 45 days.
