Special Education Managed Services Provider (MSP)
Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

The City of Seattle's Department of Transportation (SDOT) is seeking qualified consultants to develop Type, Size, and Location (TS&L) reports for upcoming bridge planning efforts. These reports aim to evaluate potential bridge replacements and support the city's efforts to secure future funding partnerships, with a focus on designing infrastructure that ensures safe and predictable travel for pedestrians, cyclists, motorists, and freight vehicles accessing key services and employment centers. The solicitation emphasizes that this phase is strictly planning-oriented, but if additional funding is obtained, there is an option to advance to a 30% design phase for one or multiple projects. The city may consider awarding subsequent phases, including the 30% design, to the same or different consultants based on performance and funding availability, with separate agreements potentially established for each phase. The qualification submissions are due by 4:00 pm on March 20, 2025, and questions regarding the solicitation must be submitted through the designated e-procurement portal by March 13, 2025. The contract size is estimated between $500,000 and $2,000,000, and the project is managed by the Seattle Department of Transportation in Washington. Interested firms can find additional details and submit responses via the provided online portal, with Rebecca Swaney serving as the primary contact for inquiries.
