SDS Camera Call-Up

The Drug Enforcement Administration is seeking a vendor for the procurement, installation, training, and implementation of an integrated security management system at DEA Headquarters in Arlington, Virginia. The primary objective is to enhance the HQ Active Shooter Detection System by integrating automated camera call-up capabilities between the Bosch BVMS 13.0 system, Shooter Detection Systems Guardian, and Commend Intercom systems. This integration will enable the system to automatically call up the nearest camera for 280 interior shooter detection devices and 107 Commend emergency call stations. The scope of work includes the provision of specific hardware, such as 72 Bosch 12MP 360 cameras, 42 SDS interior sensors, three Ruckus ICX 24-port PoE switches, and high-end workstations featuring NVIDIA RTX GPUs. All equipment must be TAA-compliant and adhere to NDAA H.R. 5115 standards. The period of performance is scheduled from September 30, 2026, to September 29, 2027. Award will be made on an all-or-none basis using the lowest price technically acceptable (LPTA) process. Evaluation factors include technical acceptability and past performance. The contractor must also comply with strict security requirements, including personnel security clearances, mandatory cybersecurity training under FISMA, and annual verification of training completion. Proper invoices must include detailed CLIN charges and the contractor's Taxpayer Identification Number, with a thirty-day window for government inspection and acceptance.
