The contract includes stringent export control obligations under DFARS 252.225-7048, restricting access to technical data to contractors with approved U.S./Canada Joint Certification Program certification, completion of DLA export control training, and formal DLA authorization, with export defined as any disclosure to foreign persons regardless of location. The contract is an indefinite delivery contract under simplified acquisition procedures with an estimated value of up to $350,000 and no unit pricing provided, making it non-binding until a delivery order is issued. Invoicing must be submitted electronically via WAWF, and all offerors must maintain an active UEI and CAGE code in SAM, with socioeconomic status representations required for compliance. The contracting officer has left several clauses as placeholders, including the contract type and pricing, to be completed post-award.
