SEALED RFP - WATER & WASTEWATER INFRASTRUCTURE COMPREHENSIVE GIS DASHBOARD

The Cherokee Nation is soliciting sealed proposals for the development, deployment, and ongoing management of a Tribal Water Infrastructure Dashboard. This project aims to create a centralized digital hub that transforms raw data from multiple water systems into real-time insights for administrators and operators. The scope of work is divided into five phases: Discovery and Configuration, Dashboard Design and Development, Data Integration and Quality Assurance, User Training and Support, and Optimization and Reporting. Key deliverables include a configured Water Quality Dashboard with system health and transparency modules, a Service Line Inventory Tracker for LCRR/LCRI requirements, and custom reporting exports compatible with EPA, IHS, and DEQ standards. All proprietary GIS data must be housed on internal Cherokee Nation servers in compliance with Executive Order 2024–07-CTH regarding data sovereignty and cybersecurity. Proposals must be submitted by 5:00 p.m. CT on October 09, 2026, and must include one original, five copies, and a key drive. Evaluation is based on qualifications, past performance, capacity, cost, and TERO certification for Indian preference. Qualified bidders must possess a valid Oklahoma Business License and provide proof of professional licenses. The performance period is expected to run from the date of execution through September 09, 2027, within the 14 county jurisdictional area of the Cherokee Nation in northeast Oklahoma. Required insurance includes General Liability, Professional Liability, Pollution Liability, Automobile Liability, and Workers Compensation. Proposals must remain firm for 180 days after receipt.
