AI Contract Overview

The U.S. Army Contracting Command Redstone Arsenal is conducting market research to identify capable sources for the procurement of specialized military-grade sealing compounds to support the Letterkenny Munitions Center. The requirement involves the supply of three specific items: PR 1664D rain erosion coating, PR-2414 RAM coating, and PR-2414T surface repair kits. The government intends to award a single firm-fixed-price contract with a five-year duration, with an estimated annual requirement of 50 kits per item. Because the technical data packages are currently held by PPG Aerospace, interested vendors must be authorized distributors or demonstrate that any alternative products provide exact technical equivalency in fit, form, and function. Qualified respondents must submit a capability statement including their socioeconomic status, quality certifications, and a non-binding rough order of magnitude cost estimate. All submissions are due to the primary point of contact by October 5, 2026.

1.1 Executive Summary:
The U.S. Army Contracting Command – Redstone Arsenal (ACC-RSA), in support of the Joint Munitions Command (JMC) and Letterkenny Munitions Center (LEMC), is issuing this Sources Sought Notice as a means of conducting market research pursuant to Revolutionary FAR Overhaul (RFO) FAR Part 10, RFO DFARS Part 210, RFO DFARS 206.104-71(a)(2), and RFO DFARS PGI 206.103-170(d). The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract covering a 5-Year Contract Duration.

The baseline technical requirements and engineering drawings for these specific formulations are currently held under PPG Aerospace specifications (PPG Aerospace, 24811 Avenue Rockefeller, Valencia, CA 91355-3468; CAGE: 83574; UEI: W1GKQHLS97Y1). The Government does not currently own complete competitive engineering technical data packages (TDP) for independent manufacturing. Consequently, any alternative source must demonstrate exact fit, form, function, and technical equivalency to the OEM specifications without compromising integrity.
