OSFI requires professional services of a senior lead investigator, as well as backup and support resources, to conduct administrative investigations of employee and contract personnel, as and when requested, including: a) Supply investigators with access to various open-source databases required to conduct research into individual that are the subject of the investigation. b) Conduct administrative investigations, including any additional inquiries as may be required, to provide the Project Authority with the appropriate information to determine wrongdoing up to and including whether an employee’s or contractor’s Security Clearance level and/or Reliability Status should be revoked, or if a criminal matter for further investigation by police. c) Provide Information gathered by the investigator(s), including clear and sustainable fact findings, to enable the Project Authority to identify any negative consequences that OSFI might suffer, so that the Project Authority can take the information to the appropriate channels for further actions to protect OSFI from identified concerns. d) Collect evidence respecting evidentiary procedures required to pass muster in a Canadian court or quasi-judicial proceeding a court challenge. e) Provide advisory consulting services related to investigation practices and procedures.
