This contract involves the U.S. Army Corps of Engineers – New England District issuing a small business set-aside solicitation for sediment removal at Northfield Brook Lake in Thomaston, Connecticut. The work entails removing approximately 1,200 cubic yards of accumulated sediment caused by flood operations and watershed development, and transporting it to a designated upland storage site on government property downstream of the dam. The project requires the contractor to supply all labor, equipment, and materials necessary for sediment excavation, transportation, and the installation of erosion and sediment control measures in accordance with Department of Transportation standards. Heavy equipment mobilization from water and embankment areas will be necessary, with provisions for temporary offloading sites along embankments that also require erosion controls. The estimated construction value ranges from $25,000 to $100,000, and the procurement is specifically set aside for small business vendors under NAICS code 238910, with a size standard of $19 million. The solicitation, identified by number W912WJ25QA068, is scheduled to be posted around July 18, 2025, with a response deadline of August 4, 2025. It emphasizes the importance of active registration in SAM.gov for all vendors, as non-registered entities will be rejected. The project scope is supported by informational photos illustrating sediment removal areas, downstream embankments, and storage sites, but detailed technical or evaluation criteria are not included in the presolicitation. The contract will likely be awarded based on price alone, consistent with simplified acquisition procedures for small business set-asides, although full evaluation factors will be clarified in the formal solicitation. The work location and performance requirements focus on environmental compliance, sediment excavation, and safe equipment operation within the designated project site in Thomaston, CT.
