Seedling Sowing and Growing - 2026-2029

The Government of Yukon is seeking contractors through a Request for Standing Offer to provide seedling growing and cold storage services for the period of 2026 to 2029. The scope of work involves the production of 1+0 and 2+0 spring plant stock types, specifically including Populus tremuloides, in various container sizes. The Government of Yukon will provide the seeds, and the contractor is responsible for sowing, growing, and maintaining the seedlings in a cold storage facility at a constant temperature of minus 2 degrees Celsius. Deliverables must maintain a survival rate of 90 percent or greater and be packaged in waxed cardboard boxes with poly bag liners, adhering to strict labeling and pesticide notification requirements. Awards will be made on a line-item basis for each seedling size, with the highest rank given to the respondent with the lowest total price who meets all mandatory criteria. For evaluation purposes, a Bid Value Reduction may be applied for Yukon First Nation business ownership and location, though this does not reduce the actual contract price. Payment is structured in milestones, with 35 percent paid upon completion of sowing, a payment for the number of seedlings lifted, and a final 10 percent deliverable payment upon delivery. The contract covers various road-accessible Yukon communities and traditional territories, with final deliverables received on the Traditional Territories of the Kwanlin Dun First Nation and the Ta’an Kwäch’än Council.
