The Army Contracting Command-Detroit Arsenal has awarded a sole source requirements contract to BAE Systems Land and Armaments L.P., the original equipment manufacturer, for the production of 40 M109A7 Self Propelled Howitzers and 40 M992A3 Carrier Ammunition Tracked Vehicles. The scope of work includes Total Package Fielding kits, follow on production testing, and refurbishment efforts. Initially awarded under undefinitized terms and conditions using Cost No Fee CLINs to expedite the procurement of labor and materials, the contract is expected to transition into a mix of Fixed Price Incentive, Firm Fixed Price, Cost, and Cost Plus Fixed Fee structures upon definitive negotiation. The current period of performance is one year, with an anticipated extension of four additional years to meet a total five year requirement for the Project Manager Self-Propelled Howitzer Systems. This award was non-competitive under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as BAE Systems is the only responsible source capable of satisfying the requirements without causing substantial duplication of government costs. While the primary award is sole source, other responsible sources may contact the original equipment manufacturer regarding potential subcontracting opportunities.

Under the current terms of the contract, performance is one year. It is anticipated that an additional four years will be added to satisfy a five year requirement of the customer, Project Manager Self-Propelled Howitzer Systems. This action was not being competed, in accordance with the statutory authority permitting other than full and open competition, 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. ACC-DTA Ground Maneuver Commercial Solutions Opening (CSO)
Solicitation # W912CH-26-S-0001
The ACC-DTA Ground Maneuver Commercial Solutions Opening (CSO), solicitation W912CH-26-S-0001, is a streamlined acquisition initiative authorized under DFARS Subpart 212-70 and 10 U.S.C. 3458. Its primary objective is to rapidly procure innovative commercial products, services, and non-developmental items to enhance the development, integration, and sustainment of ground vehicle systems. The program utilizes a multi-phased competitive process consisting of solution briefs, presentations, and commercial solution proposals. Awards may be structured as fixed-price or fixed-price incentive fee contracts, utilizing FAR Part 12 commercial procedures or non-FAR agreements such as Other Transaction Authority (OTA) and Cooperative Agreements. This CSO is active through 2028, with the government reserving the right to extend the authority or add new Areas of Interest (AoI) as needed. Key Areas of Interest include the FALCONS prototype effort for long-range sensors with funding ceilings up to 30 million dollars, the TIGER Readiness and Hackathon initiatives focused on supply chain resilience for the Abrams Main Battle Tank engine, and the procurement of Mobile Camouflage Systems and Light Tactical Trailers. Technical requirements emphasize a Modular Open Systems Approach (MOSA) and strict adherence to the Buy American Act and Specialty Metals clauses. To be eligible for award, vendors must possess a Unique Entity ID, be registered in the System for Award Management, and be determined responsible by the Contracting Officer. Evaluation is based on technical acceptability and fair and reasonable pricing, with a strong preference for solutions that offer a credible path to prototype delivery rather than conceptual studies.
