The Defense Health Agency Contracting Activity (DHACA) on behalf of the Integrative Systems Biology (ISB) Branch at the Walter Reed Army Institute of Research (WRAIR) intends to extend current contract services as a cost R&D contract on a sole source basis to Medstar Health Research Institute, Inc. (MHRI), 10980 Grantchester Way 7th Fl, Columbia, MD 21044-6097 USA; Cage Code 3J1M2 under the RFO FAR 6.103-1 – Only one responsible source can supply the required products due to the non-commercially available sources of the blood samples the Government is requesting.



Description of Requirement: This is a requirement to extend and re-structure a Firm-Fixed Price contract into a Research and Development (R&D) cost type contract vehicle that will allow the Integrative Systems Biology (ISB) Branch to procure samples from septic and non-septic burn patients along with longitudinal clinical data for the assessment of biomarkers of sepsis for refinement and validation of SeptiBurnAlert program. These blood samples; to include longitudinal clinical data, are currently being collected by MHRI in accordance with an approved Institutional Review Board (IRB) protocol and are actively recruiting subjects for patient samples that meet the specific thermally injured criteria. The Government will convert the current contract from a firm fixed price award to a cost type, RFO part 35 R&D contract to better align the requirement with the Government’s needs.



This special notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement.  Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether competitive procurement is in the best interest of the Government.



If no meaningful, written submissions are received by the date listed below, after the publication of this notice, the solicitation will be issued as a sole source requirement to Medstar Health Research Institute, Inc.  Based on the above information, the only technically acceptable vendor to fulfill this requirement is MHRI.
