MAINT & Repair/Replace Letterkenny

The U.S. Army TMDE Activity is seeking a small business contractor to perform maintenance, repair, and replacement of environmental control systems at the TMDE Support Center located at Letterkenny Army Depot in Chambersburg, Pennsylvania. The work includes replacing four indoor evaporators (with existing metal structures retained), four condensing units, and rooftop units installed via crane, along with upgrading the control systems by replacing existing temperature and humidity controllers with PLC controllers housed in new 24x24 NEMA enclosures. A stand-alone PC with VT SCADA software must be provided to monitor, trend, and store data, and the PLCs must be programmed to replicate existing HVAC control parameters. New control panels will be installed to interface with existing equipment, and full startup support and operator training are required. Additionally, the contractor must deliver a written summary of laboratory conditions, including deficiencies and recommended repairs, along with a record of environmental certification. The contract is a firm-fixed-price vehicle under a total small business set-aside, with NAICS code 811210, and requires the original equipment provider who installed the systems during prior renovations to perform the work. Delivery of all items and completion of services must occur within 30 days of order placement, with overall performance expected within twelve months of award. All proposals must be submitted via email by the revised deadline of July 20, 2026, and must include full company information, CAGE code, Unique Entity Identifier, and detailed technical representations confirming compliance with all specified requirements. Offers must clearly state unit and total pricing, any discounts, and confirm adherence to the 30-day delivery schedule. Proposals will be evaluated on a pass/fail basis against minimum technical requirements, with award based on best value combining price and technical capability. Contractors must comply with FAR clause 52.204-9 for personal identity verification of personnel and adhere to Department of Defense security protocols, including NCIC-III and Terrorist Screening Database adjudication for non-CAC holders. The government will provide workspace, storage, and access to equipment at no additional cost.
