The U.S. Army TMDE Activity requires maintenance and repair/replacement of environmental control systems at its TMDE Support Center located at 5240 Technology Avenue, Chambersburg, PA 17201, under solicitation PANRSA-26-P-0000-034223, issued as a Firm-Fixed Price contract designated as a Total Small Business Set-Aside under FAR 19.5. The scope includes replacing four evaporators within existing indoor units—retaining the metal structures while replacing internal components—along with four condensing units and rooftop units installed via crane. All four laboratory environments will have their existing temperature and humidity controllers removed and replaced with PLC controllers housed in new 24x24 NEMA enclosures, accompanied by a standalone PC with VT SCADA software for real-time monitoring, data trending, and storage. The contractor must program the PLCs to replicate existing HVAC control logic, install new control panels to interface with legacy systems, and provide comprehensive startup and training for government personnel. The work must be performed by the original equipment provider that previously installed the systems. All services are to be conducted during normal business hours, Monday through Friday, 0730 to 1630, excluding holidays, with delivery required within 30 days of order receipt and overall performance completed within twelve months of award. The contractor must comply with DoD personal identity verification requirements under FAR 52.204-9 and adhere to Army Directive 2014-05/AR 190-13 for security adjudication via NCIC-III and TSDB screenings. The government will provide workspace, storage for tools and equipment, and access to necessary systems, subject to security protocols. The contractor will also deliver a written summary of laboratory conditions, including deficiencies and recommended repairs, and a record of environmental certification.
