The National Institute of Standards and Technology intends to award a sole source purchase order to Thermo Electron North America LLC for service agreements covering three specific Inductively Coupled Plasma-Mass Spectrometers. These include two X Series II Standard Build units and one X7 ICP-MS quadrupole mass spectrometer. Thermo Electron is identified as the only viable source for this contract because they are the original manufacturer and hold all proprietary rights to the design, software, and parts required for technical execution and equipment support. The acquisition falls under NAICS code 811219 and is structured with one base year followed by four option periods. The performance of the contract will take place in Gaithersburg, Maryland. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
