This contract solicitation issued by the Department of Defense's DLA Aviation office in Philadelphia seeks new, newly manufactured servocylinders, specifically part number 127400-13 under NSN 1650-01-375-2510. The solicitation requires that all offers come only from government-approved sources or authorized distributors who must provide proper documentation at the time of proposal submittal. Refurbished, remanufactured, or repaired items are explicitly not acceptable. The contract incorporates stringent quality and inspection standards, including compliance with AS/EN/JISQ 9100 or an equivalent standard, and emphasizes that critical safety items must meet DFARS quality mandates. Additionally, the contract is issued under emergency acquisition flexibilities, waiving the usual synopsis requirement due to urgency. The contract also clarifies unique provisions related to item identification and ownership: these spares are Foreign Military Sales (FMS) assets owned outright by customer countries and will not enter the U.S. Department of Defense supply chain or require DoD tracking markings. Shipment will be managed by a U.S. freight forwarder contracted by the FMS customer. Payment instructions employ Wide Area Workflow with invoices combined with receiving reports. Mandatory compliance with regulatory clauses covering equal opportunity for workers with disabilities, buy American and balance of payments programs, security prohibitions, priority rating for national defense use, and royalty information is included. Overall, the document outlines a highly controlled procurement process prioritizing quality, compliance, and clarity on ownership and logistics for critical defense components.

THIS SOLICITATION IS BEING ISSUED UNDER EMERGENCY ACQUISITION FLEXIBILITIES AUTHORITY; Synopsis is waived based on urgency (FAR 5.202(a)(2)). NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA),These same assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \ the email from Parker Hannifin's Senior Engineering Representative that was delivered to me via DCMA.
