K-5 Literacy Universal Screening, Progress Monitoring, Reporting, and Instructional Decision-Support System
Solicitation # RFP-2026-0014
The Pittsburgh Public School District is soliciting a K-5 literacy universal screening, progress monitoring, reporting, and instructional decision-support system. The objective is to implement a system that identifies student literacy needs across domains such as phonics, decoding, and reading comprehension, providing districtwide visibility and actionable data for teachers. A critical requirement is that student-level results and recommended instructional next steps must be available to educators within two school days of assessment completion. The system must operate independently of any core curriculum and provide automated data delivery via API or secure file transfer to ensure seamless integration with district systems. The contract is anticipated to last up to five years, with a project start date of February 1, 2027, and annual continuation subject to Board approval. Proposals are due by November 23, 2026, and must include a narrative not exceeding 30 pages, a pricing schedule, and technical evidence of psychometric reliability and validity. Award decisions will be based on the most advantageous proposal, evaluated through a two-stage process involving written scoring and standardized demonstrations. While Eligible Business Enterprise participation is not scored directly, it serves as a tie-breaker for substantially equal proposals. Selected vendors must provide proof of liability insurance and ensure all personnel maintain required Pennsylvania state clearances.

The National Assessment Governing Board awarded contract ED-NAG-14-C-0001 to NCS Pearson, Inc. for $1,109,309.33 to develop achievement levels for the 2014 National Assessment of Educational Progress (NAEP) Technology and Engineering Literacy (TEL) assessment at grade 8. Spanning 15 months, the project involves designing and conducting an achievement levels-setting activity to establish basic, proficient, and advanced performance levels. Pearson utilized subcontractors edCount, LLC and Conference Solutions, LLC, both woman-owned small businesses, to support standards, assessment, and meeting planning. The TEL assessment was the first operational use of the Governing Board's new framework, which measures technological literacy through computerized discrete items and scenario-based tasks. Administered to over 20,000 students, this assessment allows NAEP to cover the full range of STEM subjects. The contractor's scope of work included developing planning documents, conducting a pilot study, and producing final reports to determine the cut scores used for reporting results. Performance was monitored through a Quality Assurance Surveillance Plan and a structured evaluation of quality, cost control, and timeliness.

The National Assessment Governing Board has awarded contract number ED-NAG-14-C-0001 in the amount of $1,109,309.33 to NCS Pearson, Inc. (Pearson) to develop achievement levels for the 2014 National Assessment of Educational Progress (NAEP) Technology and Engineering Literacy (TEL) assessment at grade 8. The contract with Pearson will span 15 months. Pearson has subcontracted with edCount, LLC, a woman-owned small business that focuses on standards, assessment, and accountability, and Conference Solutions, LLC, a woman-owned small business with expertise in planning meetings. The NAEP Technology and Engineering Literacy assessment was administered at grade 8 in 2014 to a nationally representative sample of more than 20,000 students. This was the first operational assessment using the Governing Board's new NAEP Technology and Engineering Literacy Framework. The TEL Framework describes knowledge and skills in technological literacy, to include applications of technology principles that are important for all students. The assessment was fully computerized, and student performance for the NAEP TEL was assessed through 60 minutes of discrete items and scenario-based tasks. With the advent of TEL, NAEP assessments now measure the full range of STEM subjects -- Science, Technology, Engineering, and Mathematics. NAEP results are reported as percentages of students performing at or above the Basic and Proficient levels, and at the Advanced level, based on the cut scores developed through the achievement levels-setting process. Results of the NAEP TEL assessment are expected to be reported in 2015.
