SETA AI/ML Support Services Extension

This contract modifies existing Task Order 70RSAT23FR0000088 to extend support for the Department of Homeland Security Science and Technology Directorate’s Screening at Speed Program, specifically for Artificial Intelligence and Machine Learning efforts, through a sole-source justification under FAR 6.103-1 and 41 U.S.C. § 3304(a)(1). The extension, effective from June 3, 2026, to March 2, 2027, ensures uninterrupted technical and management assistance during the recompete acquisition process, preventing a critical service gap. The contractor, Noblis, Inc., is the only entity deemed capable of providing the specialized AI/ML expertise required, including algorithm development, validation, metadata standardization, and real-time performance monitoring for advanced security screening technologies such as millimeter wave, RF, CT, and terahertz systems. Support is delivered across key locations including the Transportation Security Laboratory and the TSA Systems Integration Facility, with mission-critical deployments planned for the 2026 FIFA World Cup, America 250 celebrations, and the 2028 Summer Olympics. The work is performed under a Time and Materials contract type, with total estimated value ranging from $4.25 million to $5.91 million, and all personnel must hold DHS fitness clearances with many requiring Top Secret or higher access due to the sensitivity of the technology and data involved. The extension is justified solely on the basis of unique institutional knowledge, program continuity, and the absence of other qualified sources, with no competition allowed under the approved class deviation. Contractor operations rely on existing government-furnished equipment, and success is measured by seamless integration with ongoing DHS and TSA initiatives, adherence to internal protocol standards, and certification readiness for operational deployment at major event venues.
