The Department of Homeland Security’s Office of Science and Technology Directorate is issuing a sole source notice to extend systems engineering and technical assistance (SETA) support services to Noblis, Inc., citing the unique expertise and established relationship that no other contractor can match under FAR 6.103-1. This extension, set for an eight-month period from June 3, 2026, to February 2, 2027, will provide critical scientific and technical support to the Mission and Capability Support office, enabling the effective management and execution of 19 strategic RDT&E programs across all DHS mission areas, including counterterrorism, border security, cyberspace resilience, and preparedness. The support is essential to transitioning technologies to federal, state, local, tribal, and territorial first responders and ensuring operational success for key national events such as the 2026 FIFA World Cup and America 250 celebrations. Services will be delivered primarily in the Washington, DC metropolitan area, with the North American Industry Classification System code 541611 and a PSC code of R408 designating professional program management support. Market research is currently ongoing for a future competitive recompete expected in 2026, but the government has determined that a sole source award is currently necessary due to the specialized and nuanced technical capabilities embedded within Noblis's team, which are not replicable within the agency's internal workforce. This notice serves purely as an informational announcement and is not a solicitation for bids; however, other firms may submit their capability statements if they believe they can meet the requirement. All inquiries must be submitted in writing to Contracting Officer Jennifer Koons at Jennifer.Koons@hq.dhs.gov by May 27, 2025, at 10:00 AM Eastern Time, with no phone inquiries accepted. The solicitation number is 70RSAT23FR0000022, and the award will be made under the authority of a non-competitive modification to an existing contract vehicle.

The Office of Procurement Operations (OPO) on behalf of the Office of Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source procurement.  DHS OPO intends to solicit and award an extension of systems engineering and technical assistance (SETA) support services as a sole source Task Order modification to Noblis, Inc, 2002 Edmund Halley Drive, Reston, VA 20191.  This is a notice of intent to solicit and award a sole source contract under the authority of FAR 6.103-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. The relevant NAICS code is 541611 Administrative Management and General Management Consulting Services, with a size standard of $24.5 million. The PSC code is R408, Support-Professional: Program Management/Support.

Summary of the requirement

Background

In support of the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate, the Office of Mission and Capability Support (MCS) executes Research, Development, Test and Evaluation (RDT&E) to transition technologies, knowledge products, and solution approaches in support of its DHS Component customers, Federal, State, Local Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE).

MCS is currently comprised of a Front Office and Program Managers who oversee the execution of 19 Strategic Programs whose projects and activities address and remedy capability gaps that had been conveyed to S&T by its customers. These Programs cover all DHS mission areas and serve 22 discrete customer portfolios. Programs and Projects managed by MCS Program Managers and supported by matrixed staff from throughout the other Offices of S&T often serve multiple customers. It is this matrixed nature of S&T’s operations that highlights the value of a centralized R&D coordinating function for the Department.

S&T’s Core Mission areas mirror the Department’s, and the MCS-managed Programs and Projects address customer requirements in those areas accordingly. They are:

•           Counter Terrorism and Homeland Security Threats

•           Secure U.S. Borders and Approaches

•           Secure Cyberspace and Critical Infrastructure

•           Preserve and Uphold the Nation’s Prosperity and Economic Security

•           Strengthen Preparedness and Resiliency

•           Champion the DHS Workforce and strengthen the Department

Scope

The task order provides critical scientific and technical expertise, analysis, program coordination and execution to support the diverse scientific mission areas of MCS. The services support the efficient and effective execution of a matrixed portfolio of RDT&E in support of S&T customers and enables S&T-developed technology transitions to its customers and drive operational success across the Department and larger Homeland Security Enterprise to include facilitation of the deployment of prototypes, technologies, and support to the 2026 FIFA World Cup and America 250 celebrations. MCS programs currently developing and transitioning technology solutions to DHS operators across the Department’s missions rely on the technical expertise provided by SETA support, which is not found to the same level of experience and nuance within the S&T Federal staff.

Place of Performance: The primary place of performance will be at Government and contractor facilities in the metropolitan Washington, DC area.

Period of Performance: 8 month extension from June 3, 2026 through February 2, 2027.

Market research is underway for a competitive recompete of these support services to support S&T currently, and as it expands and reorganizes. This competitive procurement is expected to take place during calendar year 2026. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government.

This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement.  Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis. All questions and/or comments regarding this notice shall be addressed in writing to the Contracting Officer Jennifer.Koons@hq.dhs.gov by May 27, 2025 by 10:00 AM Eastern.  Questions by phone will not be considered.

Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at danette.williams@hq.dhs.gov.

Instructional Design and Classroom Training DeliveryThe contract entails the development and delivery of classroom instruction and training materials focused on systems engineering for personnel and contractors of the Department of Homeland Security. The work is structured under a subcontract arrangement and falls under the NAICS code 611430, which corresponds to professional and management development training. The instruction must be tailored to meet the specific technical and operational needs of DHS stakeholders, ensuring that training content is both comprehensive and practically applicable within federal systems engineering environments. The performance location is not specified, suggesting potential flexibility in where training may be conducted, possibly across DHS facilities or virtual platforms. All deliverables must align with the mission of the Sci Technology Acquisition Division, requiring subject matter expertise in systems engineering principles and pedagogical skills to effectively translate complex technical concepts into accessible, instructor-led formats. There is no set-aside designation indicated, meaning the opportunity is open to all eligible contractors, and the posting date of June 26, 2026, suggests this is a future solicitation with anticipated activity beginning after that date. The lack of a designated point of contact or physical address implies that further details may be obtained through the provided SAM.gov link, and the subcontract nature indicates the primary contractor will be working under a larger DHS acquisition framework.
