The Government is seeking market research to identify qualified vendors capable of providing amusement concessionaire services at the Phantom Lanes Bowling Center located at Seymour Johnson Air Force Base in North Carolina. This notice is not a solicitation for proposals and does not obligate the government to award a contract; it is solely for gathering information on industry capabilities. The requirement involves installing, operating, and maintaining eight video game machines and one claw game during a base performance period of one year, beginning September 18, 2026, and ending September 17, 2027, with the potential for up to four one-year option periods. All equipment must be no older than fifteen years at the time of installation, with at least twenty percent of the oldest machines replaced annually. Maintenance must include quarterly machine rotation, monthly cleaning, repairs initiated within twenty-four hours, and replacements completed within forty-eight hours of failure. The operation is governed by Department of the Air Force Instruction 34-301, which governs nonappropriated funds (NAFI) activities, and all services will be funded through NAFI via the 4th Contracting Squadron using agency code FA4809. Payments are expected monthly, tied to gross receipts, and must be supported by detailed financial reporting. The contractor must comply with stringent security protocols, including obtaining base access passes and undergoing background checks, and must adhere to a dual-lock system for coin boxes where the contractor holds the access door lock and the NAFI representative holds the coin box lock. All machines must be inspected on-site and meet National Electrical Code and base civil engineer standards. Insurance coverage is mandated at $100,000 per occurrence and $300,000 aggregate for bodily injury, $50,000 for property damage, and additional products liability limits. Respondents must submit their capabilities by May 22, 2026, to the designated points of contact, and the place of performance is firmly established at Goldsboro, North Carolina, with no set-asides or socioeconomic preferences applied at this stage.
