SGVCC Farm Pepper Tree Removal and Fuel Reduction Project

The San Gabriel Valley Conservation Corps, in partnership with the California Local Conservation Corps Foundation, is conducting a vegetation management project at the SGVCC Farm in Irwindale, California, focused on the removal of up to 20 invasive Peruvian pepper trees and light fuel reduction around the nature center. The work involves training 18 participants in safe chainsaw, pole saw, and weed wacker operations, led by certified instructors from the Working on Fire Training Academy who are former CAL FIRE firefighters. Seventeen trees are located adjacent to the western fence line of the farm, with three situated within the farm boundaries; stump grinding will follow at a later date by a licensed arborist. The project also includes strategic thinning of vegetation near the nature center to reduce hazardous fuels and enhance defensible space, providing practical, hands-on experience in invasive species control and fire mitigation. All activities are conducted under the jurisdiction of the Los Angeles County Department of Parks and Recreation, with the project site identified as the Santa Fe Dam Recreational Area. The project operates under California Environmental Quality Act (CEQA) categorical exemptions as Class 1(h) for minor landscaping maintenance and Class 4(i) for vegetation management and fuel reduction, with a filed Notice of Exemption and supporting documentation, including a CDFW No Effect Determination, confirming no significant environmental impact. No federal acquisition regulations or standard FAR clauses apply, as this is a local government environmental compliance initiative rather than a federal procurement. Administrative oversight is managed by Jui Ing Chien, Park Planner, with payment processing handled through the County’s internal systems, and no formal contract value, contracting officer, or federal invoicing mechanisms are involved. The sole monetary transaction noted is a $25 administrative filing fee for the Notice of Exemption. The work is performed without the use of federal procurement structures, and no socioeconomic certifications, UEI or CAGE codes, or federal reporting obligations are triggered. Submission of documentation was completed electronically by January 22, 2026, and all performance is localized to the Irwindale site under county authority.
