Sheriff’s Training Center- Boiler & Pumps Replacement

The County of Cumberland, North Carolina, is soliciting bids for the replacement of the boiler and pumps at the Sheriff’s Training Center located at 4710 Corporation Drive, Fayetteville, NC. The project requires a contractor to provide all labor, equipment, and materials to remove and dispose of the existing boiler and pumps in accordance with health, safety, and environmental mandates, and install a new hot water boiler and two hydronic pumps. The scope includes tying the new equipment into existing electrical, piping, and stacks, performing manufacturer-required pre-operation flushing, and integrating the equipment into on-site system controls. Bidders must provide a base bid and an alternate bid for owner-preferred brands, specifically Lochnvar Copper-Fin II boilers and Bell & Gossett e-Series pumps. To be eligible for award, contractors must hold a valid NC H-2 License and/or an NC General Contractor License and must have attended the mandatory site visit on September 4, 2026. The contractor is responsible for securing all required Cumberland County trade and building permits and paying all associated inspection fees. A manufacturer-authorized technician must perform the startup and commissioning, which includes a combustion analysis at 25%, 50%, 75%, and 100% load, and provide a written report to the owner. Bids are due by 2:00 PM on September 11, 2026. While performance and payment bonds are not required, the contractor must maintain adequate insurance coverage meeting the laws of Cumberland County.
