SHR Aviation Flight Line Pavement Repl Project

The project involves the comprehensive reconstruction of the flight line at the SHR Aviation facility in San Bernardino, California, including the demolition of approximately 350,000 square feet of existing pavement and valley gutters, followed by the installation of new Portland Cement Concrete pavement, a full storm drain system, and updated lighting infrastructure. New pavement markings for aircraft and helipad touch-down and lift-off areas (TLOF) are required, along with the installation of a temporary gate, and all work must be executed in phased stages to ensure minimal disruption to the daily operations of the Sheriff’s Aviation division. The project is governed by strict quality control standards, with concrete strength and slab thickness evaluated using Percent Within Limits (PWL) metrics, where a minimum PWL of 90% is required for acceptance, and performance-based payment adjustments incentivize higher quality outcomes—up to 106% payment for PWL ≥ 96%. Dimensional tolerances for elevation and grade are tightly controlled, permitting no more than a half-inch vertical deviation or 0.1 feet lateral offset, and repairs or grinding exceeding 20% or 25% of a sublot trigger payment caps at 95%. All materials must be delivered in sealed, clearly labeled containers with manufacturer identification, lot numbers, and compliance with federal standards for paint and marking materials, including Fed Std. No. 595 for colors and TT-P-1952F for thermoplastic pavement markings, with glass beads required for retroreflectivity. The Contractor is responsible for full compliance with the Clean Air and Clean Water Acts, ASTM standards for concrete testing, and applicable safety and environmental regulations. Key personnel must be designated and approved by the County, with replacements subject to rigorous review, and any change in personnel requires written authorization. Site security is strictly enforced: no weapons or photography of County personnel, mandatory photo ID, and daily securing of tools and materials in lockable, fenced enclosures.
