The Naval Surface Warfare Center Philadelphia, acting under the Department of Defense, entered into a sole-source, firm-fixed-price contract with Siemens Government Technologies, Inc. for the procurement of control system software and hardware. This acquisition, identified by solicitation number 17-SLP-058 and valued at 191,000 dollars, specifically supports the USS Zumwalt (DDG1000) Class Engineering Control System Program. The primary objective of the contract is to replace obsolete SoftPLC controllers to maintain operational capabilities. The government utilized the authority of FAR 6.302 to negotiate exclusively with Siemens because the required WinAC product line is proprietary. Due to these restricted rights, Siemens is the only entity capable of performing modifications to the product line, making alternative sources technically infeasible. The contract is managed by the NSWC Philadelphia Division in Pennsylvania, with technical and administrative oversight provided by designated contract specialists.
