Sign language (American Sign Language (ASL) and Langue des signes Québécoise (LSQ)) Services

The Canada School of Public Service is seeking professional sign language interpretation services in American Sign Language (ASL) and Langue des signes Québécoise (LSQ) on an as-and-when-needed basis to support inclusive and accessible events across the National Capital Region and throughout Canada. The requirement is for up to two contracts, each with a one-year initial term from award, extendable by two irrevocable one-year options, creating a potential total contract duration of three years. The total budget allocated for the base period and both option years is $330,000, with $110,000 available annually, either as a single contract or split between two contractors. Services must include real-time interpretation for webcast channels during conferences, special events, and armchair discussions, with technical support, platform testing, contingency planning, and backup interpreters required for each event. Interpreters must consent to being recorded for archival and educational purposes, and all personnel may be required to sign non-disclosure agreements when handling sensitive information. Bidders must qualify under the Reciprocal Procurement Policy, be eligible Canadian suppliers or suppliers from applicable trading partners, and hold a valid Business Number. Proposals must be submitted via the SAP Business Network and include completed Annex C (Offer Submission Form) and Annex D (Offeror Declaration Form), along with full legal names and corporate details. Offers will be evaluated solely on the lowest price among responsive bids, provided all mandatory technical and solicitation requirements are met, with no weighted scoring factors. Invoices must be submitted with supporting time sheets, release documents, and detailed expenditure records, including unit prices, labor rates, and subcontract details, all in Canadian dollars exclusive of taxes, and payments will be made by direct deposit within 30 days of an acceptable invoice. Contractors must maintain detailed records for seven years after final payment, comply with the Accessible Canada Act and the Government of Canada’s Code of Conduct for Procurement, and submit quarterly reports—even if no services were provided—along with compliance certifications that remain in effect throughout the contract term and beyond. The Government retains the right to inspect work at any time, reject non-conforming deliverables, and terminate for default in cases of human trafficking, forced labor, or failure to maintain required certifications.
