Under Title II of the Americans with Disabilities Act (ADA), state and local government entities are required to ensure effective communication with individuals who have disabilities. This includes providing qualified sign language interpreters (SLIs) or other appropriate auxiliary aids and services when necessary to afford individuals with hearing disabilities an equal opportunity to participate in and benefit from public services, programs, and activities.
