T-6/T-34 Aircraft Maintenance and Contractor Logistics Support (CLS): Request for Proposal (RFP)
Solicitation # N0042126R1011
Solicitation N0042126R1011 is a Request for Proposal issued by the Naval Air Warfare Center Air Division for T-6 and T-34 aircraft maintenance and contractor logistics support. The requirement is a full and open competition for a single-award IDIQ contract with a five-year ordering period. The scope of work includes general maintenance for T-6 aircraft, satellite site support for T-34 aircraft, preservation and depreservation services, and specialized support such as variable flight hour surge and detachment mobilization. Performance is required across multiple locations, including NAS Corpus Christi, NAS Whiting Field, and NAS Pensacola, and involves operations for manned fixed-wing aircraft equipped with ejection seats and On-Board Oxygen Generating Systems. The contract utilizes a mix of pricing structures, including Firm Fixed Price for monthly maintenance and site support, Composite Hourly Firm Fixed Price for premium labor and engineering services, and Cost-Reimbursement for parts, materials, and emergent travel. Award will be determined via a tradeoff process to identify the best value, with Technical being the most important factor, followed by Past Performance, and then Small Business participation; combined, these non-price factors are significantly more important than price. Proposals must be submitted electronically via the PIEE Solicitation Module by November 6, 2026, and must include five distinct volumes covering contract administration, technical approach, past performance, cost/price, and small business commitments.

Solicitation # N0042126R1033
Solicitation N0042126R1033 is a Service-Disabled Veteran-Owned Small Business set-aside for a single Firm-Fixed Price Task Order under the SeaPort-NxG MAC. The contract supports Program Management Air (PMA)-261 H-53 Heavy Lift Helicopters, specifically the CH-53E, MH-53E, and CH-53K variants. The selected contractor will provide program and project management, administrative, budget and financial management, and corporate operations support services to enable Integrated Product Teams to deliver critical capabilities on time and within budget. The performance period spans five years, including a base year and four option years, with an additional six-month extension option. The requirement mandates a Top Secret Facility Security Clearance (FCL) for the prime offeror and Top Secret/Sensitive Compartmented Information (TS/SCI) access for personnel performing specific tasks, although no deliverables will be classified at the SCI level. Key deliverables are managed through several Contract Data Requirements Lists (CDRLs), including monthly status reports, a cybersecurity implementation plan, an operations security plan, and a quality control plan. Award will be based on the lowest-priced proposal that achieves a Pass rating for FCL and an Outstanding combined technical/risk rating. Evaluation factors prioritize technical approach, integrated management, and staffing over price.

Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Quality Assurance plan and CPARS evaluations.
