The Department of Justice, Justice Management Division, on behalf of the Antitrust Division (ATR) intends to negotiate a sole source purchase order based on FAR 13.106-1, to Similarweb for access to its website analytics tool that collects clickstream data for users on 80 million websites on both desktop and mobile devices in the US, as well as over 190 other countries. Clickstream will allow the ATR to see how users are referred to websites, whether this is through paid search ads, organic search results, display ads, or direct navigation. Similarweb provides the largest known sampling of clickstream data and comes highly recommended by industry expert. This data will offer ATR valuable information to estimating market size and market shares for search advertising. While different sources of clickstream data offer different attributes of interest, Similarweb's sample of users has been reported to be several times larger than other sources of clickstream data. Similarweb will be able to provide the ATR with actionable reports, important metrics, market analysis, trends, digital behavior on usage of competitors web sites. This sole source notice is published for informational purposes only and is not a request for quotations. However, responsible parties interested in responding to this notice are invited to submit a capability statement by Sept. 9, 2020, noon E.T. that provides sufficient details for consideration by the Government, via e-mail to Michelle.l.wall@usdoj.gov.
