Oregon State University is seeking a sole source contract with Fronius USA LLC for the procurement of a Simultaneous Cold Metal Transfer Welding Unit. This specialized equipment is required for Wire Arc Additive Manufacturing and is distinguished by its ability to combine two electrically isolated wire electrodes into a single weld pool. The unit must provide up to 60 percent higher deposition rates than standard CMT while maintaining low heat input, ensuring arc stability and consistent bead geometry for layer-by-layer manufacturing. It is designed to support various materials, including titanium, aluminum, and high-strength steels, while reducing material waste and post-processing time. The solicitation, identified by number oregon-state-university-1286155, was posted on August 28, 2026. The deadline for responses and any challenges to the sole source determination is September 4, 2026. Interested parties or those wishing to challenge the determination should contact Scott Lommers via email.

Full Description

Oregon State University intends to contract for the provision of a Simultaneous Cold Metal Transfer Welding Unit from Fronius USA LLC as a sole source because of the uniqueness (design, capability, nature) of the good and/or services, and the contractor being the single provider of the goods and/or service. The Simultaneous Cold Metal Transfer Welding Unit must be designed for Wire Arc Additive Manufacturing (WAAM), combining two electrically isolated wire electrodes to deposit material into a single weld pool, must achieve up to 60% higher deposition rates compared to standard CMT, while maining the low heat input characteristic of CMT, must ensure exceptional arc stability and consistent bead geometry critical for layer-by-layer additive manufacturing, must support a wide range of materials, including high-strength steels, titanium, and aluminum, with minimal spatter and improved gap-bridging ability, must feature pulsed hot start and adjustable heat input compensate for temperature variations during welding, and must reduce material waste and post-processing time, particularly for titanium and nickel alloys, as compared to subtractive methods. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Scott Lommers by email at Scott.Lommers@oregonstate.edu.

Oregon State University-Cascades (OSU-C) Student Health & Recreation Center (SHRec) Design-Build Services
Solicitation # 1273392
Oregon State University is soliciting proposals through a two-step Request for Proposals process to select a single Design-Build team for the construction of the OSU-Cascades Student Health and Recreation Center (SHRec) in Bend, Oregon. The project involves the design and construction of an approximately 40,000 square foot facility intended to serve as a hub for student wellness, featuring recreation, fitness, and social spaces. The contract will be a traditional Design-Build agreement utilizing a customized AIA A141-2024 form, structured as a Guaranteed Maximum Price (GMP) contract. Estimated project costs for planning purposes include $29 million for building construction, $2.5 million for architecture and engineering, and $1.5 million for landscaping and hardscaping. The selection process begins with a Step 1 evaluation of proposal narratives, which are limited to 16 pages, to shortlist up to three finalists. These finalists will advance to Step 2, which includes proprietary meetings, design and price proposals, and a formal presentation. Shortlisted teams in Step 2 are eligible for a $100,000 stipend. The successful Design-Builder must adhere to strict requirements regarding universal accessibility, the use of reclaimed water systems, and compliance with State of Oregon BOLI prevailing wage rates. Additionally, the contract emphasizes equity and diversity, requiring contractors to demonstrate good faith efforts in subcontracting with minority, women, emerging small, and service-disabled veteran-owned businesses. All proposals must be submitted electronically via the OSU Workday Posting Portal by the specified deadline.
