The Missouri Department of Transportation - St. Louis District has entered into a sole-source contract with AT&T Enterprises Inc. to supply the AT&T IoT Video Intelligence Solution for their Emergency Response operations. This agreement is founded on AT&T’s exclusive ability to provide a patented video compression technology that enables live streaming of video over cellular networks using onboard cameras installed in emergency response vehicles. The solution supports real-time monitoring of safety operations from a first-person perspective within the Traffic Management Center, with AT&T being the only provider capable of low-band video streaming back to the TMC. Furthermore, the contracted system incorporates robust encryption and utilizes integrated switches to power multiple in-vehicle devices and protect against potential cyber intrusions. By leveraging its existing network infrastructure, MoDOT is able to streamline operations and reduce costs by eliminating the need for additional network services. The procurement is categorized as a Single Feasible Source Solicitation (SFS), based on the unique capabilities offered by AT&T, with a submission due date of July 10, 2025. Stephanie Lewis serves as the primary contact for this contract at MoDOT.

Full Description

The Missouri Department of Transportation - St. Louis District has determined that only one company, AT&T Enterprises Inc. can provide the department with AT&T IoT Video Intelligence Solution for our Emergency Response operations. AT&T is the only technology in the market that provides video over a cellular network with a patented #1 video compression technology. This includes onboard cameras for our Emergency Response trucks while assisting customers and also gives MoDOT the ability to monitor the safety of operations from a first-person perspective in our Traffic Management Center (TMC). AT&T is the only low-band service that can stream back to the TMC. In addition, the system is encrypted, and we will rely on switches to protect against intrusion and power multiple devices within the vehicle, thereby eliminating several additional services as a cost-saving measure by utilizing the first network service already provided by our organization.
