The Federal Aviation Administration is pursuing a single source procurement with JVN Communications, Inc. for the acquisition of Simulation Driver and Radar Recorder (SDRR) and SiteShadow rackmounts, portable systems, and permanent software licenses. These components will be installed at the William J. Hughes Technical Center to support Terminal Flight Data Management testing in conjunction with ERAM and STARS. The equipment is essential for providing surveillance data communications to terminal and enroute Air Traffic Control Systems without disrupting active operations. JVN Communications is identified as the sole provider because it holds the intellectual property rights to the software and is the only source for the FIRS family of products, which includes the SDRR and SiteShadow. Due to this exclusivity, a competitive solicitation is not being utilized. Interested parties wishing to contest this single source determination were required to submit evidence of their capabilities to the designated point of contact by February 3, 2017.

In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.24, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with JVN Communications, Inc., Egg Harbor Twp., New Jersey via single source procedures. This procurement is in support of the FAA's surveillance data communications to terminal and enroute Air Traffic Control Systems. The award will be made for the procurement of Simulation Driver and Radar Recorder (SDRR) and SiteShadow rackmounts, portable systems, and permanent software licenses. The FAA requires the SDRR & SiteShadow components to be installed at the William J. Hughes Technical Center and interfaced with the AEFS equipment. The SDRR & SiteShadow components are needed for Terminal Flight Data Management (TFDM) testing in conjunction with ERAM and STARS. The SDRR is an upgraded version of the Inter-Facility & Radar Simulator (FIRS), which is a simulation tool that provided surveillance data communications to terminal and enroute ATC systems without interfering with ATC operations. These components are provided exclusively by JVN Communications, Inc. JVN Communications is the only source for the FIRS (which include SDRR and SiteShadow hardware & software components) and is the only issuer of licenses for its use. JVN holds the intellectual property rights to all software that runs in the FIRS family of products and is not supported by any other manufacturer or source. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly. All responses must be directed to Dave Ujcich via email contact@example.gov by 5:00 PM Eastern Standard Time, on Friday, February 3, 2017 The FAA will not pay for any information or any administrative costs incurred associated with any responses to this announcement. Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
