Commercial Lodging for the 433rd Airlift Wing
Solicitation # FA301626Q0138
Solicitation FA301626Q0138 is a request for a firm-fixed-price Blanket Purchase Agreement (BPA) to provide commercial lodging services for the 433rd Airlift Wing at Joint Base San Antonio (JBSA) Lackland. This acquisition is a total set-aside for small business concerns under NAICS code 721110, with a master limit of 1,269,000 dollars over a five-year period of performance. The contractor must provide safe, clean, and compliant accommodations for personnel in various duty statuses, including Unit Training Assemblies and Active Duty. Requirements include a maximum capacity of 50 double and 25 single occupancy rooms per UTA, daily maid service, and strict adherence to AFOSH 91-001, ADA compliance, and the FEMA National Master List for fire safety. The award will be granted to the Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO-FRP) through a three-step evaluation process. First, only the five lowest-priced quotes advance to technical evaluation. Second, offerors must pass four mandatory gates: FEMA listing, a 15-mile driving radius from JBSA-Lackland or Fort Sam Houston, JTR per diem rate compliance, and a successful physical site inspection. Third, eligible quotes are scored on proximity to the installation, room block guarantees, and amenities such as in-room kitchenettes and complimentary hot breakfast. Payment is handled via Government Purchase Card for calls under 25,000 dollars and through the Wide Area Workflow (WAWF) module for calls exceeding that amount, with consolidated monthly invoices due by the 10th of each month. Submissions must be divided into two distinct volumes: a price submission and a technical submission. Any pricing information included in the technical volume will result in the quote being deemed non-responsive.

Putnam County School District, acting through the North East Florida Educational Consortium, is pursuing a single source procurement for hotel accommodations, meeting space, and conference services in support of the FDOE Civics Summer Event scheduled for July 8–9, 2026, in Orlando, Florida. This procurement is executed under Florida Statute 287.057(3)(c) and District Policy 450.03, which authorize non-competitive acquisitions when a single vendor offers unique capabilities that justify bypassing competitive bidding. The selected vendor, The Celeste Hotel Orlando, is recognized for its integrated provision of lodging, event spaces, audiovisual support, and on-site hospitality services, ensuring operational efficiency and program continuity for the event. The estimated value of the procurement is $10,000, and no formal contract clauses from the Federal Acquisition Regulation are applicable, as this is not a formal solicitation or binding agreement but a notice seeking vendor capability statements to confirm the justification for single-source selection. Responses must be submitted electronically via the e-Procurement Platform by 7:00 a.m. on May 27, 2026, and must include a statement of capability, manufacturer authorization if applicable, and any supplemental information. The place of performance is specifically located at The Celeste Hotel Orlando, and acceptance of services will occur on-site during the event. While no detailed pricing structure, inspection criteria, or formal evaluation factors are established, the procurement relies on qualitative justifications such as logistical consolidation, prior successful service delivery, and streamlined attendee management. No contract administration roles like COR or COTR are assigned, and no payment or invoicing procedures are specified beyond the use of the online portal for submissions. Vendor representation data, including UEI, size status, or socioeconomic certifications, were not provided, and the procurement does not include option periods, security requirements, or special clauses beyond the basic submission requirements. The entire process is designed to validate the appropriateness of the single-source selection before proceeding to award.
