Site Design Analysis

The Los Angeles Housing Department is soliciting proposals for Site Design Analysis services to support the evaluation of development proposals for City-owned land. The selected contractor will provide pre-development land use planning, design analysis for publicly-owned sites, and the creation of scalable, replicable affordable housing design solutions. Key responsibilities include evaluating site restrictions such as entitlements, tenant relocation, and environmental remediation, as well as assisting staff in verifying construction costs and ensuring alignment with the City's vision and Citywide Design Guidelines. All work must comply with the Americans with Disabilities Act, the Fair Housing Act, and applicable building and energy efficiency codes. The contract is intended to commence on January 1, 2027, for a three-year term ending December 31, 2029, with an estimated annual budget not to exceed $150,000. Awards will be based on a scoring system requiring a minimum score of 70, with equal weight given to demonstrated ability, demonstrated capacity, the proposed work plan, and cost. Preferences are available for local and city businesses. Proposers must submit a PDF package including a two-page cover letter and narratives limited to 20 pages, along with various compliance certifications including the Business Inclusion Program and the Fair Chance Initiative for Hiring Ordinance. Proposals are due by October 14, 2026.
