SITE PLAN REVIEW 21-005

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-LAN-34662-R5 with the project applicant, Trader Joe's Company, represented by Robert Camarena. The project involves the construction of a 1,050,000 square foot industrial building located on two vacant parcels totaling approximately 116 acres at the southeast corner of 10th Street West and Avenue M/Columbia Way in Palmdale, Los Angeles County. The City of Palmdale serves as the lead agency for the project, which was approved by the Department of Fish and Wildlife on April 7, 2023, acting as a responsible agency under CEQA. This specific amendment modifies the burrowing owl mitigation requirements established in the original agreement. Specifically, it updates the general acreage Habitat Management Land Acquisition requirement in Measure 3.2 by introducing a new option to conserve Assessor's Parcel Number 3236-003-011 in Fairmont, California, in perpetuity. Compliance with these mitigation measures and the adoption of a Mitigation Reporting or Monitoring Plan are formal conditions of the project approval pursuant to Fish and Game Code section 1602.
