The contract involves a sole source award to Boeing Australia Limited for the site preparation of the Mobile User Objective System (MUOS) ground station in Geraldton, Australia. This site is part of a larger network consisting of four ground stations designed to support the MUOS constellation, which provides Ultra-High-Frequency satellite communications globally. The work scope includes designing and building two pre-fabricated shelters to house Radio Access Facilities, constructing three concrete pads for antennas, and installing fencing around the shelters and antennas. Access to this site is restricted to authorized personnel from the Australian Department of Defence and approved contractors. This contract is issued by the Space and Naval Warfare Systems Command (SPAWAR) under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, reflecting a non-competitive procurement method. The initial award was anticipated in late fiscal year 2007, with provisions for subsequent contract modifications to add priced options. While this contract addresses the Geraldton site specifically, preparation contracts for the other three MUOS ground stations are managed separately by the Naval Facilities Engineering Command via competitive processes. The procurement is overseen by the Naval Information Warfare Systems office, with the contracting office located in San Diego, California.

Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
