SLAC CUIR SP1 MASTER SUBSTATION ANNEX BUILDING CONSTRUCTION

DESCRIPTION

This is a Sources Sought Notice to identify general contractors capable of building the planned Master Substation Annex Building work under Subproject 1 of the Critical Utilities Infrastructure Revitalization (CUIR) Project. This is not a solicitation for proposal or quotations and no award will be made from this Notice. SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice.

BACKGROUND

Many of SLAC’s utilities were installed in the 1960s as part of the original laboratory construction. These original utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) Project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs.

CUIR is a project directly funded by the DOE's Office of Science. The project is organized into three subprojects to efficiently execute utility improvements in alignment with lab priorities and operational downtime schedules.

PLANNED SCOPE AND DESCRIPTION OF SERVICES

The project involves work inside the SLAC Master Substation Yard, adjacent to an existing Building B016 which serves as the control center for SLAC electrical power systems.  Scopes under this contract includes:

  • Construction of a new Master Substation Building (B017S) ;
  • Installation of new medium-voltage switchgears (provided by SLAC as Government Furnished Property);
  • Relocation of an existing generator;
  • Replacement of an existing substation;
  • Installation of new busways connecting existing and new tie breakers; and
  • Reconnection of 12kV cables within existing substation building to the newly installed building.

As the existing Building B016 s must remain functional throughout construction, the work must be carefully planned and coordinated to protect existing systems, maintain laboratory operations, and minimize electrical service interruptions.

DRAFT REQUEST FOR PROPOSAL

The Master Substation Annex Building has an estimated cost range of $12M to $17M. SLAC will use a Best Value Trade Off selection method to identify the most qualified design-build subcontractor. The draft Request for Proposal and relevant references are provided to present the general scope and acquisition method for the project. The draft documents provided are subject to change and should not be construed as a solicitation. This Sources Sought Notice is NOT A SOLICITATION, but instead is to identify interested vendors for the upcoming formal solicitation release.

SOURCES SOUGHT RESPONSE

Interested contractors with the skills, capability, workload capability, and ability to obtain bonding to complete the planned project scope are invited to submit a written response to this Sources Sought Notice.  Interested Vendors should express their interest on the Interested Vendors List through this SAM.gov posting, or by emailing the Primary Point of Contact. Please provide the following information via email:

  1. Company Name
  2. Name, telephone number, and email address of a company point of contact who has the authority and knowledge to clarify responses.
  3. Bonding capacity
  4. A statement of your company’s interest in receiving the formal solicitation notice and in submitting a responsive statement of qualifications.

Please provide your response to Quyen Weng at quyen@slac.stanford.edu by 5 pm PDT on October 26, 2026.

SOURCES SOUGHT DISCLAIMER:

Please note that any responses to this sources sought posting is purely on a voluntary basis. SLAC is not requesting a proposal, any pricing, or any other information that could be considered confidential or proprietary to be submitted in response to this posting or any part of this posting. Any submissions that contain pricing, proprietary information, or confidential information will be discarded by SLAC.
